This approach allows you to simultaneously create a believable illusion of precipitation, while saving system resources on rendering. The studio explained that they used this scheme in almost all of their games, so this approach should not surprise anyone.
By the way, the network reacted differently to the presence of a sort of “rain box” in Starfield: some liked this system, while others were genuinely shocked by the news.
